Balter, Nancy
US Fact Witness
Dr. Balter is a scientist who spent the majority of her career on the faculty of Georgetown University School of Medicine teaching pharmacology and toxicology. In 1995, Balter retired from academics and became a principal with the International Center for Toxicology and Medicine. Over the years, Dr. Balter was heavily involved in organizations comprised of, or associated with, the tobacco industry, such as the Center for Environmental Health and Human Toxicology ("CEHHT"), the Tobacco Institute, the Environmental Tobacco Smoke ("ETS") Advisory Group ("ETSAG"), and the Indoor Air Pollution Advisory Group ("IAPAG"). Dr. Balter appeared as a scientific witness before regulatory bodies, legislative bodies, and conference assemblies on behalf of tobacco company interests. She played a role, with the industry lawyers, in selecting scientists for the tobacco industry's ETS consultancy program.
